I used to watch one piece when it came on tonami and i got to the part when they were going to the city in the sky.
I am still kinda rusty but i want to make a character for this rp.
Could anyone give me a template and tell me what i need to know?

There's a lot that you've missed then, Lol. Skypia came out like in 2003 in japan. The best thing you could do is read up intil current chapters because there was so much introduced after skypia. But here are a list of things you should look up on one piece wiki that could make a temporary substitute for the chapters.

*haki
*rokushiki
*logia
*paramecia
*zoan

But in the show they do a bunch of techniques that don't really make sense if you think about but are accepted in the one piece universe. Those could help you with any techniques you might need to make.up, that's why you should watch or read it. Plus its actually, imo the best ongoing shonen manga out.
