While Gaara has been shown to utilize his sand to stay afloat, he hasnot been shown on it riding quickly. Considering this, I would give the match to Onoki because of his particle style. While Gaara has a very powerful defense, I believe that Onoki's justu would simply tear through it. Especially if he uses his beam variant of his particle style, ( the one that hit Madara).

The difference is Onoki's jutsu isn't really a bomb-it dismantles things on a particle level.

Gaara is actually hinted to be faster than Onoki in the air, but I still don't see him closing the distance and hitting Onoki before Onoki uses Jinton. The only chance Gaara has is if Onoki's back acts up or they started fighting at a closer distance.

Appearently it is capable of being a nuke becuase Onoki says that in case things go south he can Nuke the entire Island(turtle)

So it depends do you trust onokis word?

Even with out that onoki can take it to the air and barrage gaaras with his particle jutsu. I doubt gaara sand can defend against dismantling on particle level.

Onoki wins because his jutsu would be able to overpower gaaras defence.

Onoki can fly as fast if not faster than Deidaras bird, which was able to outmaneuver Gaara's sand. He can also touch the sand to make it heavier and thus, easier to avoid. His dust style obliterated 25 EMS susanoo and Madara's pretty princess flowers on separate occasions. Gaara will not be able to defend.
