Old Koharu,Hiruzen,Torifu and Homura were still able to give the kyuubi a good match until it tried to use a Bijuu Dama.

And I believe the Kages will be resurrected indeed.

I'm sure you do know why we won't see Tobi resurrect the Juubi in Full Form right? Because that's Naruto's Job to do. At the end, As your theory says...Naruto Will take the Juubi from Tobi add it to what he has then voila - FULL FORM JUUBI TRANSFORMATION for Naruto.


On a Much more interesting Note: I believe the best match for the Konoha 11 would be VS MADARA.
I swear with Shikamaru's Genius, Neji, Lee, Sai, and the few Useless Konoichi, they'd do a better job than the Kages.... but lol...that wont happen.
