So, Tobi wants to bring peace to the world, we all know this. But I was thinking, does he actually plan on going through with the moon-eye plan? Or was this his whole plan from the beginning? Declare "war" on the shinobi world, forcing them to merge together and put differences aside.

Yes it has cost many lives, but I believe he has similar views to Danzo. (Possible Tobirama link?) In that he would take a few lives to save a thousand.

In this war he has made all the nations merge together, forgive each other for the most part, and work as a team, technically causing "peace"

The only difference (character wise) between Tobi and Nagato right now is that we haven't seen why Tobi does what he does. Every character seems to have a story behind their actions. We just haven't been given any real flashbacks of Tobi's life (due to the mask). I predict, once the mask comes off, we will be flooded with flashbacks of Tobi.

Tobi knew his Moon Eye Plan would bring the nations together.

It is HIGHLY unlikely that was his intentions and if it was working wit zetsu and kabuto would not help that intention.

His Moon Eye Plan is False Peace but from what he is doing so far like all of the tailed beast collecting is a lot of work to bring nations together. And if so why hide his face.

He does seem like he want to continue with the tsuki no me plan
