Shinobis with lightning element type chakra is more rare than shinobis with fire element chakra. I mean, kakashi, jiraiya, orochimaru, uchiha members, and a lot others all have fire type chakra. How many lightning types can you find?

If each type of ninja fought each other, it mainly depends on their surroundings. If it's thunderstorming, lightning would win. I personally think lightning would win. Lightning can strike down on you in a blink of an eye, and is hotter than fire.

I agree with you lightning is the best and stronger but alot of ninja can use fire so it's not so special.
