Do you think Suigetsu could turn into mist?
And if so, can he merge with it?

I thought his KG was only water? If it was mist, he wouldn't have a real form technically. At least in water his particles are still kind of together.

Water is condensed gas.
The gas is water in the form of mist.
So shouldn't he be able to merge with/turn into mist?

Mist mixes with the natural trace elements found in air.

Mist is a dispersive medium i.e. a liquid in the dispersive medium air. Milk is a dispersive medium too, a solid(milk fat) in the dispersive liquid.
Ohh, and glass is not a solid.

Actually that be more likely than mist. He would just have to make some of himself liquid. :lol:
