I don't even know what OP said. So I skimmed down and interpreted from other posts that he's wondering if the Tail Beasts can evolve on their own?

I think Kurama being with Naruto will allow for both to exceed their expected potential, but changing form will only happen if they are re-united as the Ten Tails. Naruto has a gret deal of Chakra on his very own, so when you combine that with Kurama's, it makes up for any conceived handicaps due to Reaper Sealing by Minato.

How much Chakra does Naruto have on his own? Not sure, but its been stated that Naruto already had his own very impressive Chakra inherited from Kushina who was still able to restrain a full-grown Kurama while she herself was minutes away from death.

Also, look at the ninja's in Hashirama's generation. They had tons of chakra on their own, so for a shinobi to surpass a tailed beast in power is not impossible, nor should anyone rule it out. Naruto has MAD Chakra on his own, combine it with what Kurama has, and you get nutz.

The first time he tried a full transformation he turned into a poke'mon 519 p8 but his full ninetails mode is certainly beyond the other jinks
