Don't underestimate Kiba. He has considerable speed to, on par with the taijutsu users, mainly because of his training with Akamaru.

I think this would be a BG thread. Kiba and Akamaru are a boss together but if you power-scale Part 1 it seems Lee would win more times than not (Gates being a trump card if he still uses them). They don't have many feats to tell other-wise so I just go with it.

rock lee's taijutsu is second to only guy's !! on top of dat he's suppressing his power by wearing those weights. remove those weights n kiba wudn't stand a chance.

another problem, kiba needs akamaru to perform his jutsus, keep akamaru out n kiba on himself might even lose 2 konohamaru !!
