It's implied that Ebisu is an elite Jonin (I mean he's a private teacher of Konohamaru), and even Kakashi thinks highly of him. He seemed to know alot of techniques in the ep "Ebisu Returns" like walking on water. I would like to see him fight though rather then being some comic relief. I think he's a great guy and I could care less if he is a closet perv (though personally I think Jiriya can be alot worse). He cares about his village just like everyone else and has stood up for Naruto now most recently, good for him I say.
