Ok so, to get a majority vote over who should be above who on the tier list, we're gonna do it the old fashioned way and vote.

Who is higher on the Tier List?

I think Yamato takes this.

Kankuro only has ranged physical weapons and movement tricks to trap the opponent in a puppet.

Yamato can simply use Wood release to go directly for Kankuro at the start.

Kankuro has to pull his scrolls out and summon the puppets, by that time Yamato's wood is already near Kankuro.

Also, Yamato is not very slow and has wood clones.

I would think that Kankuro can release his puppet relatively fast since he reacted to Raikage smashing the table with Scorpion already out and in offensive stance already. He wont lose that easily. But Yamato takes this because of the greater assortment of jutsus
