Thats sort of odd in restrictions.

Shouldn't Enel blitz Piccolo in pure lightning form?

he should, but can he do an strong attack outside of lightning form fast enough before king piccolo hits him with a city buster, but enel could win this

Scenario 1 Enel wins that one low diff.

Scenario 2: Piccolo ends this fight with flight and massive aoe.

I think the OP is going for the Logia immunity for the city one forcefully.

I made the restrictions weird because if I didn't, King Piccolo could end up stomping Enel.

well if he went h2h first that would be even worse for enel because when kp figures out he cant hit enel he could just blast before enel could even react

Logia's probably could tank a city buster. But not one made of energy. Spiritual energy and haki definetely fall into the same realm. I feel that needs to be noted.

well see logias arent made of their element. they kind of turn into it when hit or when they voluntary choose so. a city buster made of ki would decintegrate their human forms and for most logias their logia form, if they had a chance to transform fast enough. if kp shot him with a city buster most likely he wouldnt have time to react to turn into lightning.
