I hate to sound like a broken record, but the best way to have a killer deck is to find a strategy and stick with it. Use only cards that compliment the strategy. This requires multiple copies of every card in the deck.

Okay, allow me to give you a brief intro into card gaming strategy.

To keep things simple, I'll define for you the two main classifications that ANY deck of ANY card game can be put into. If you play it, it's really one of these (I won't get into Tempo and stuff right now).

Beatdown:Beatdown is straight-forward. The idea is to hurt your opponent early, and to continue hurting them in the early turns. If a game goes into later turns, Beatdown decks become less efficient. This is also a playing style; aggressive players tend to use a Beatdown strategy. If you play beatdown, you want to use jutsu early in the game, play a lot of ninjas early, and attack often. Beatdown decks usually have lots of low entrance-cost ninjas and cheap jutsu.

Control:Control is the opposite of Beatdown. If you play with a Control strategy, you're in it for the long haul. Control decks in Naruto usually have ways to generate lots of chakra, and have high entrance-cost ninjas. These decks might have lots of powerful or search missions instead of draw missions, and some effective pre-established, strategy.

I recommend you use a "Beatdown" strategy. It's easiest if you don't already have a direction.

To do this, choose early game cards that are powerful, and other cards to back them up. Cheap jutsu are useful. Or, if you really want to use that Giant Rasengan, try chakra-ing more cards to pay for it. The best way to do this is to incorporate missions that let you draw cards.
