My lis with explanations:

1.Rikudou
Obvious.
2.Kabuto
Too many edos for Danzou to take.
3.Danzou
With Shisui's MS he commands commit suicide.
4.Shisui Uchiha
With the MS Shisui commands commit suicide.
5.Madara
With the Rinnegan, EMS, and phasing, intangibility, he wins by outlasting Hashirama.
6.Hashirama
With the Tailed Beats in his power, they destroy Nagato.
7.Prime Nagato
As shown Itachi gets Chibaka Tensei'd.
8.Itachi Uchiha
Itachi seals Sasuke.
9.Sasuke
Tsukuyomi defeats Naruto until he gets a defense against that.
10.Naruto
Naruto destroys Killerbee with RM clones.
11.Killerbee
The speed blitx is a slatemate as shown in the manga, but Minato has pretty much no way of defeating the Hachibi.
12.Minato
This is debatable but eventually Raikage uns out of chakra and Minato blitzes him.
13.4th Raikage/A
He's too quick for Pains gravity techniques and he won't have enough time to use Chibaka Tensei. This is debatable though.
14.Pain
Pain destroys Orochi, I shouldn't have to explain.
15.Prime Orochimaru
Kusanagi to the face pretty much ends this against Kisame.
16.Kisame w/ Samehada
Kisame can use his samehada to drain all of the Raikages chakra.
17.3rd Raikage
With the Raikages defense, Onoki won't be able to touch him, so Raikages spears him in the heart.
18.Onoki
Onoki pretty much flies out range then uses his island busting Jinton to kill Jiraiya. If JIraiya tries to speed blitz, Onoki could use his technique where the opponent turns to stone if he touches him.
19.Jiraiya
Jiraiya could probably solo with summons but if that is not enough, I'm sure Gaara gets defeated by Sage Mode.
20.Gaara
This is also debatable but I don't see anyone else taking down Gaara.

Danzo's sharingan is always active, just wrapped up.
But as shown the sharingan, and MS activates really fast. I don't think I need examples to support that.

Kusanagi extended over more than 100 yards in about a second. I don't think Kisame is fast enough to dodge or react.

100 yards in a second is like what, 200mph? Kisame could probably react to that, given that he dodged KB's pencil, 30% Kisame vs Team Guy feats and such

I mean even without the Kusanagi, Orochi still wins. If it all comes down to the end, Orochimaru can use edo tensei.

Danzou can use it while wrapped. Also he has izanagi to save himself just in case, if anyone does blitz.

Please do not say Kamui from the start. Firstly i takes more time to hit a non linear moving entity, especially when humans have multiple dimmensions. Secondly its IC.

It is not proven that it takes more time to aim at a non linear entity, It show only that Kakashi have on of the fastest reaction time on the series and He has better aim!

Kakashi when he first got his MS it took him a while to activate it , Now it is faster than instant , It took kakashi time to wrap a nail in the deva fight , it didn't take him time to wrap Susano'o arrows, So he couldn't aim at a non-linear objects before , I am pretty sure he can now!

Also It was Close/mid range between Sasuke and Kakashi and He wraped the arrows while The ordinary 3 tomed sharingan was on, So it proves that he can Aim before even the character can move. If you take that Susano'o arrows are Supersonic+ , Do your math and see the time Kakashi was able to activate the MS and Wrap the arrows in..

this question shouldn't ever come near Shisui, did you forget what Shisui's nickname was? possibility fastest man in Konoha ever pure speed wise.

Danzo on the other hand, might be a little slower, but he has great reaction time(reacting to Susanoo's arrow), and super fast hand seals, Sharingan helps him see the opponent's movements, even without Sharingan, Danzo is skilled enough to strike Sasuke at the same time and both land the attack, since Sasuke can avoid V1 A's attack, I don't really think anyone can blitz Danzo unless it's a sneak up attack.

and I have a huge problem with Tier list just being who can beat who or not, just say the reason character X can beat Y, then it will keep going in a circle, like you say Kisame can absorb all of Raikage's chakra, first of all, that's not true, Killer Bee's version 2 Lariat was enough to beat the guts out of Kisame, Raikage's 1 finger would only be stronger, 2nd, even if it's true, what is Kisame gonna do against Onoki? who is below Raikage, you want Samehada to absorb Jinton too? from what we see, Sage Jiraiya has ways to beat 3rd Raikage, but Minato can't go Sage, what is he gonna do against 3rd Raikage? if Deidara C4s Kisame, what can Kisame do? not only Water is weak against Earth, Kisame has no way of telling the mini bomb either(no super intelligence nor special eyes), but if Deidara uses C4 on A or Sasori, it's useless, because one has lightning armor who will deactivate all the bombs, and the other one doesn't even breathe. different characters perform differently against different enemies, you can't just say who beats who and rank them like that.

Raikages chakra level was never defined, so I'm assuming Killerbee has wayyy more considering he's the Eight Tailed Jinchuriki

Kisame absorbs Jinton since its chakra, eventually Onoki has no more chakra left, while Kisame has a ton

3rd Raikage has enough chakra to fight the 8 tail till both of them are exhausted.

Samehada could barely absorb a great fire ball, not mentioning Jinton.

Sage Jiraiya can defeat Raikage the same way Sage Naruto did, I don't see much speed difference, frog song isn't even needed.

Death God can go for a double KO at best, that's if he can hold down Raikage while using the death god to grab his soul, I doubt he can. Minato can't go Sage mode, can't use natural energy, he doesn't have Sharingan to see through Raikage's movements either, so I believe Sage Jiraiya has a greater chance of making Raikage killing himself than Minato.

I doubt Kisame's final shark missile can even reach Deidara when he's flying, what can he do about C4 if he can't see it?

I finding saying "who can beat who" very biased in term of tier list, and there's no way of proving it because it is all fantasizing.

Theres an issue with your idea. How will Sage Jirayia know to make him spear himself?
Naruto had to ask the Oxtopus what happened himself, and then made a deduction.
Aside from the 8-tails and Raikage, no one else actually knows what happened, not even his closest.

Im talking about while having the information of how Raikage wounded himself, Naruto was indicating he can only do it because of Sage Mode.

if I were to judge it, Minato is above A because A admitted he's inferior to Minato, but according to some people here, that's just hype, useless, based on feats, I don't know if Minato has anything much more powerful than Sasuke's Chidori, so maybe he can't beat A based on feats.

Well he was right above A before Bee interfered and threw a kunai towards his back beforehand so he was going for him, then was able to cut through the tentacle in the middle of his blitz, a pretty good feat
