Debatable whether or not Thunder God is emitted from the user's own chakra, or whether or not it simply is not chakra.

Difficult to say whether or not Kisame could absorb the strikes from it with Samehada.

However Kisame has more feats. Tobirama has little to no features.

By hype Tobirama obviously defeats Kisame, by features Kisame.

Tobirama basically could just use the water against Kisame, I don't see Kisame getting close in dome. Let alone surviving it.

The velocity on his water pistols were quite impressive.

Also if he's able to virtually create a water tornado out of thin air, I don't see why he couldn't crush Kisame in dome with water pressure. Either that or simply disperse it from within, pushing it away.

Also, he wouldn't use it either way. It was forbidden directly after he began working on it.

It wasn't exactly explained what type of Space Time Jutsu it was, only that he was very skilled at using it.

S/T Jutsu can range from Summoning techniques, to seal teleporting (Minato), to warping (Madara) to even creating a warp barrier around yourself, porting out techniques directed at you (Minato), and of course Kakashi's Kamui.

Actually way back when I was pretty sure Kisame would take it(and that was before Water Dome/Kisamehada etc), but it doesn't seem logical. Tobirama is Tobirama, he's like a way way more hax Gaara except with water(and he doesn't need a source for his water hence the way more hax part[though the source thing definitely not the only thing keeping Tobirama 'way more hax' than Gaara]), he can create water from just the small water vapor in the air.

Keep breathing in and out over and over and try to get some water, nothing? Thought so. Imagine what happens with as much water as when a VERY IC Kisame uses Water Shockwave? It is just water after all.

Then there's the whole ST Jutsu, and the fact Tobirama was smart and powerful enough to be able to create Edo Tensei, was Hashirama's bro and obviously trained with him like a boss, and trained Hiruzen too, this stuff speaks for itself.

you cant go by feats with tobirama, because then hes weak, and HES NOT WEAK just go by what you KNOW about him, can use edo tensei, has a wicked sword, and create water with no appearant water source, advanced taijutsu, can use water dragon jutsu with one seal as opposed to 42 etc...

But this is by hype, it wasn't perfected before Orochimaru worked on it (said by Kabuto)

Yeah i see what you mean, but this would be an intelligence feat instead wouldn't it? I mean all we've seen is Orochimaru summon 3 people and 1 of them failed, if that's the perfect form what's the imperfect form?

the only reason one of them failed was because it was the fourth hokage but hes not dead, hes sealed away, actually i think its both or somthing but either way it wasnt the jutsu's fault it didnt work it was oro who failed lol

Yeah i put that in to show even the "perfected" version has limits. Don't forget that Kisame's hype isn't useless either, he killed his former master who was noted as the strongest person in the hidden mist's history ever even with samehada on his master's side

i know all that about kisame, but tobirama is the greatest water manipulator ever, theres no water in the area and tobirama can create it outta thin air... also kisame killed his master when his guard was down (wasnt really a struggle because they never really started fighting)

Well, taking the fact that Tobirama Senju was known as the best Water Release user of his time, I'm going to give it to him.

This is why:
Not just because he is a master in Water Release (which he was known to create high level jutsus without a body of water around), but because he also created allot of known and powerful jutsu's. Such as the "Summoning: Impure World Resurrection" that allowed the user to bring back the dead. And also, according to Minato, Tobirama was also very skilled in Space-nin jutsu. No to mention that he could manipulate water to form projectiles or tentacles, and could even perform the most complex of water-style techniques with only one hand seal. He was also able to use the water molecules in the atmosphere to cast high level water techniques such as the Water Release: Water Shockwave technique.
