neji would win easily even with crow and ant nejis rotation would block all attacks ar plam to knock puppets away then 64 palm is end of kankuro and yea he could easily cut chakra strings

Kankuro doesn't stand a chance. Neji's Byakugan can see all of the hidden puppet locations and he can cut of the chakra strings.
