Hinata has gotten much stronger, there's no doubt about that. But Neji spend 99% of his time training. When he's not on a mission or training with Guy, Hinata's dad is breaking him down to the point of exhaustion. Neji is a genius, that's never going to change. He's just going to get stronger and stronger, at a faster pace than any other Hyuga. Look how quick he made Jonin!

Neji would most definitely win. Hizashi himself said that Neji had been the person most graced with the skill of using their clan's prestigious Byakugan. Of course, he didn't only say that just because he's his father. Neji's a prodigy for pete's sake! >.<
