This is more of a blitz battle than a fight. These are the only characters in the Narutoverse who are Supersonic+. xd

Minato has more going for him than the Raikage. A already admitted that Minato was faster; i think the only reason Minato didn't do much against him in their first clash was because he wasn't going all out, and he didn't expect A to be that fast. A well timed Rasengan could possibly break through A's defenses, along with Gamabunta.

Chidori can pierce it. Regular Rasengan and Chidori were shown to be pretty much equal in power but Minato's causes more damage than usual. 503 page 3.

It probably could break through Lightning Armor but if it doesn't, Minato could try to warp A away with his space time barrier. Other than that he's got nothing.
